Lansdowne man facing charges after following two juvenile females, masturbating in public

A Lansdowne man is facing charges after two women reported he’d followed them, openly masturbating, as they walked along public streets in Upper Darby and East Lansdowne, police said.

According to an affidavit by Upper Darby Police Department, on Dec. 1 at 3:22 p.m., East Lansdowne Police Department responded to the 100 block of Penn Boulevard in East Lansdowne for the report of a “suspicious condition.” There, police said that a juvenile female had witnessed a black male actor “touching himself” on Long Lane in Upper Darby. The juvenile said that the actor followed her from Long Lane onto Lewis avenue, and she was able to point him out to police as the man sat on the front steps of a home on Lewis Avenue, police reported.

As police attempted to make contact with the man, he fled into the home, police said. As police attempted to reach the man, he fled from the rear of the residence, and police were unable to locate him, police said.

Around 4:37 p.m., Upper Darby Township Police were called to the area of Emerson Avenue and Crosley Avenue in Upper Darby for the report of a “suspicious condition.” Police said that, upon arrival, a second juvenile female told them she’d been with the first caller and two other friends, walking along Long Lane after school. The second juvenile said she also had observed a black male, wearing all black clothing, masturbating in the alley behind the 7100 block of Radbourne Road, police said.

According to police, the second caller said the man followed the girls as they walked on Long Lane toward East Lansdowne. Police said that the group of girls entered Lee’s House, a Chinese restaurant at 711 Long Lane in Upper Darby, to “hide from the actor.” The juvenile stated, however, that the man crossed the street, waiting for them to police, police said.

Police said that the group left the Chinese restaurant, with the second juvenile victim heading to her own home, while the first juvenile walked toward East Lansdowne with the man following her. The second victim said that she’d gone back to the area of 700 Long Lane around 4 p.m. and saw the man again standing at the corner of Greenwood Avenue and Clover Lane, police said. The man began following her again, police said, so she ran. Police reported that the man chased the girl toward the Second Ward Playground, but that she continued to run to her home and hide inside. She said the man was black, wearing all black clothing, with a mustache and chin hair on his face.

Utilizing the two girls’ reports, police were able to obtain area surveillance video, showing the man at the playground around 4:29 p.m., and another showing the man “stroking his genitals with his right hand” as he followed the girl. The man in the videos was wearing a black hooded sweatshirt under a black vest, sweatpants, and black sneakers, police said.

Additionally, police said another video showed the man fleeing in the alleyway between Seaford Road and Stockley Road. A third video captured the area of Long Lane and Lewis Avenue as the man followed the first female caller. One of East Lansdowne Borough Police Department’s officers recognized the man as a resident of Lewis Avenue in East Lansdowne.

Police identified Jahquel Jaguar Williams, 26, of the 100 block of Lewis Avenue in Lansdowne, as the man in the multiple video segments. Upper Darby police reported to the address of Williams, where residents claimed not to recognize the man, said the affidavit. Police reached the owner of the rented apartments and he said he did recognize Williams but was unsure of his name. The property owner provided police with four names, including Williams, that lived at the specific apartment.

Police were also able to obtain Ring doorbell camera footage from the property owner, which showed Williams leaving the residence at 3:26 p.m. on Dec. 1. He was wearing all black clothing and matched the victims’ descriptions, as well as the video surveillance footage. Police returned to the residents with a search warrant at 10:41 p.m., and were able to identify Williams and take him into custody.

Williams is charged with multiple counts of indecent exposure, stalking, open lewdness, and harassment. Williams was held in county jail, unable to post $100,000 monetary bail, from Dec. 2 to Dec. 11. A judge changed the bail terms to “non-monetary conditions,” and the ten percent was posted for his release. He is awaiting a formal arraignment hearing on March 25 at 8 a.m. before Magisterial District Judge Andrew Goldberg.
